1) Unzip SWAT3_1.7z and SWAT3_2.7z with 7-zip
2) Mount SWAT3_1.VCD in Daemon Tools.  (I know that D-Tools doesn't inherently recognize .VCD files, but if you select "All Files" when mounting, it'll show up and recognize)
3) If it doesn't autorun setup, explore the directory where the image file is located, and double click on setup.exe
4) Select what you want installed, where you want it installed, etc.
5) When prompted, mount SWAT3_2.VCD, and continue the installation.
6) As above, mount SWAT3_1.VCD when asked towards the end of the installation.
7) At this point, run the 2.1 patch, located in the Misc folder
8) Locate the directory where you installed SWAT 3, and replace "swat.exe" with the "swat.exe" found in the "SWAT 3 (2.1 Crack)" folder.
9) Run the new swat.exe, and you should be prompted to enter a CD-Key: (RYB9-DAB2-GYG2-BAC6-7739)
10) And you're done.  You shouldn't have to keep the .VCD files mounted to play.
