Extract this archive to your Project64 installation directory (usually C:\Program Files\Project64 1.6\

The folders are structured to dump the files in the correct spot.

If something goes wrong, this is how it should end up:

BMGLibPNG.dll, BMGlib.dll, glide3x.dll, MSVCP71.dll > C:\Program Files\Project64 1.6\

Glide64.dll, GlideHQ.dll, Glide64.ini, RiceVideo.dll, RiceVideoDocs.chm, hires_texture folder > C:\Program Files\Project64 1.6\Plugin\
